Organizational Background:

The Legislative Education Committee (LEC) was formed in 1982 by the Japanese American Citizens League (JACL). The LEC was formed as a 501(c)4 organization intended to act as a lobbying organization on the Japanese American redress movement. Although first organized in 1982, the LEC didn’t really become active until 1985 when it was fully staffed and funded. The LEC was very active in the Japanese American redress movement and was instrumental in the passage of HR442, the Civil Rights Act of 1988, which authorized the redress payments to Japanese Americans interned during World War II.

Scope and Content Note:

This collection contains the files of the LEC and serves to help illuminate the process by which that organization helped to bring about Japanese American redress. It highlights the lobbying efforts of the organization and has in-depth information on the various bills proposed and passed to bring about redress. It is arranged into nineteen seriesthat are ordered alphabetically. The series themselves are arranged in alphabetical and then chronological order.

Series 1: Address Lists, 1985-1990, n.d.

This series consists of address lists compiled by the LEC for use in mass mailings and lobbying.

Series 2: Appointments and Nominations, 1987-1990

This series consists of materials about various governmental appointments that the LEC opposed, primarily Daniel Lundgren and Judge Robert Bork. The series consists primarily of articles and correspondence.

Series 3: Clippings 1945, 1972, 1975, 1979-1990, n.d.

This series consists of clippings from newspapers and magazines about Japanese American internment and the redress process. Box 4 consists entirely of articles from Japanese American newspapers.

Series 4: Congressional Printings 1973, 1983, 1985, 1987-1988

This series consists of materials printed by Congress about the redress process. It includes copies of bills about redress and copies of the Congressional Record that has debate about the redress issue.

Series 5: CWRIC, 1979-1986, 1989, n.d.

This series consists of materials relating to the Commission on Wartime Relocation and Internment of Civilians (CWRIC). Although the CWRIC was founded prior to the foundation of the LEC the reports, testimony and recommendations that arose from the Commission were important foundation materials for the LEC’s lobbying efforts. The series contains testimony, reports, briefs, press statements and releases, articles and voting records.

Series 6: Fundraising, 1984-1990

This series contains materials relating to fundraising efforts for the redress campaign. It consists of pledges, reports, event planning materials, and mailings.

Series 7: History and Background, 1936, 1941-1943, 1945, 1948, 1971-1972, 1974, 1976, 1978-1989, n.d.

This series contains materials that provide a historical background to the internment process. It illuminates what happened, why it happened, and what the LEC is attempting with the redress campaign. It consists of articles, editorials, reports, interviews, chronologies, photos and printed materials.

Series 8: JACL, 1980-1990, n.d.

This series consists of materials from the National JACL organization. It primarily consists of communications made between the JACL and the LEC. A good deal of the materials is communications with the National Committee for Redress (NCR). The series contains correspondence, meeting minutes, agendas, board mailings, and memoranda.

Series 9: LEC, 1937, 1982, 1984-1990

This series consists of materials produced by the LEC National Committee and the LEC Executive staff. It contains correspondence (especially from board members) , meeting minutes, agendas, articles of incorporation, and memoranda.

Series 10: Legal Cases and Issues, 1944-1945, 1983-1989, n.d.

This series concentrates on the legal cases and issues that were involved during the redress campaign. Most of the material relates to a class action lawsuit filed by William Hohri of the National Council for Japanese American Redress (NCJAR). Other cases covered in the series include the Hirabayashi, Yasui and Korematsu cases from World War II.

Series 11: Miscellaneous Materials, 1937, 1942, 1944, 1951-1953, 1978-1993, n.d.

This series is primarily comprised of materials on civil rights issues that are both related to, and unrelated to, the redress process. There is a good deal of material on Japanese American issues in general, rather than redress issues specifically. The series also contains materials for various functions in and around the Washington, D.C. area.

Series 12: Other Redress, 1957, 1977, 1980-1990, n.d.

This series contains materials that document other redress efforts. It includes materials relating to the Iranian Hostage Crisis, Native American redress claims and the Holocaust. It consists of articles, editorials, information packets, bills, testimony, legal research, and court decisions.

Series 13: Press Releases, 1943, 1983, 1985-1992

This series consists of press releases and action alerts put out by the LEC that updated its members and supporters about the progress of the redress campaign.

Series 14: Redress Legislation, 1982-1990, n.d.

This series serves to illuminate the legislative process as it relates to Japanese American redress. There are four major groupings of materials in this series: materials directly related to the bills passed (HR442 and S.1009), Correspondence, Testimony and Lobbying Efforts in the Senate and the House. The series contains multiple versions of the two main bills, correspondence, memoranda, voting records, testimony, lobbying contact records, press packets, legislative handbooks, and miscellaneous government printed materials.

Series 15: Redress Payments, 1982-1990, 1992

This series consists of materials that relate to the actual awarding of redress payments. After the passage of HR442, the LEC concentrated on the funding of the bill so that rapidly aging Japanese Americans could get their awards as quickly as possible. Much of the material in the series relates to the lobbying efforts of the LEC towards full funding. There is also a good deal of material about the Office of Redress Administration (ORA) the entity set up to manage the payments. The series contains correspondence, press releases, tax advice, testimony, and regulations.

Series 16: Redress Supporters, 1980-1990

This series consists of statements and correspondence from organizations and individuals who supported the redress campaign.

Series 17: Regional LEC Materials, 1984-1990

This series consists of materials relating to the redress activities of the regional LEC organizations. The regions consist of the CCDC (Central California District Council), the EDC (Eastern District Council), the IDC (Intermountain District Council), the MDC (Midwest District Council), the MPDC (Mountain Plains District Council), the NCWNPD (Northern California-Western Nevada Pacific District), the PNW (Pacific Northwest), and the PSW (Pacific Southwest). There is also material relating to the redress activities in various specific states. The series contains newsletters, correspondence, memoranda, mailings and convention materials.

Series 18: Veterans, 1983-1989

This series contains materials that relates to World War II veterans. There are newsletters, articles, correspondence, faxes and directories. Most of the information is about the 442nd Regimental Combat Team.

Series 19: WDC, 1984-1989

This series consists of administrative materials from the Washington, D.C. offices of the LEC. It contains correspondence, memoranda, appointment listings, reports, logs and bills. This series is restricted due to privacy concerns. All access is at the discretion of the librarian.
