Organizational Background:

The Japanese American Citizens League, the nation’s oldest and largest Asian American civil rights organization, was founded in 1929 to address issues of discrimination targeted specifically at persons of Japanese ancestry residing in the United States.

During WWII, the JACL served as an important liaison between the U.S. Government and the Japanese American community. The JACL argued and eventually was important in the formation of the justly-famous 442nd Regimental Combat team, comprised of Japanese Americans.

Following the war, the JACL began a long series of legislative efforts to win back the rights of Japanese Americans. In 1946, the JACL embarked on a hard-fought campaign to repeal California’s Alien Land Law, which, enacted in the early years of the century, prohibited all Japanese aliens (i.e., immigrants) from purchasing and owning land in the state. In 1948, the JACL helped found the Leadership Conference on Civil Rights and, in the same year, succeeded in gaining passage of the Evacuation Claims Act, the first of a series of efforts to rectify the losses and injustices of the WWII internment. In 1949, the JACL initiated efforts in the U.S. Congress to gain the right of Japanese immigrants to become naturalized citizens of the U.S., a right denied to them for over fifty years. The 1951 Walter-McCarren Act allowed Issei immigrants to become naturalized citizens. In the early 1970s the JACL began a new campaign, an effort to obtain redress for the Japanese Americans who were interned by the U.S. Government during WWII. The campaign became more serious in 1976 when the JACL formed the National Committee for Redress (NCR) at its Biennial National Convention. In 1980, JACL-sponsored legislation to create a federal investigative commission was approved by the Congress and signed by President Carter. The Commission on Wartime Relocation and Internment of Civilians (CWRIC) was established to investigate the circumstances surrounding the WWII internment and provide its findings to the Congress and the president. The commission’s report in 1982 found that the government’s actions were unjustified and unconstitutional. Based on the recommendations in the CWRIC’s report the JACL sought legislation calling for monetary redress and a presidential apology. Although it took several attempts at legislation, the campaign was eventually successful. In 1988 Congress passed HR-442, also known as the Civil Liberties Act of 1988, which provided monetary compensation and a formal apology to the victims of the WWII internment. Scope and Content Note:

This collection illuminates the efforts of the JACL to obtain redress for Japanese Americans who were forcibly relocated and interned by the U.S. Government during World War II. The collection is arranged into sixteen series arranged alphabetically. The collection contains a wide variety of materials including correspondence, memoranda, bills, reports, government printings, photographs, articles, editorials, testimonies, handbooks, manuals, press releases, budgetary materials, oral history transcripts, booklets, pamphlets, meetings minutes and receipts.

Arrangement Note:

This collection was arranged primarily at the series level, with little arrangement within the series. All materials were rehoused and relabeled, but in most cases the original order of the files, as received from the JACL, was maintained.

Series 1: Background Materials, 1931, 1934, 1940-1947, 1953-1955, 1957-1958, 1974, 1979-1981, n.d.

This series contains historical background materials about the Japanese American internment during World War II. This series contains reports, correspondence, articles and photos.

Series 2: Clippings 1942, 1974-1986, n.d.

This series consists of newspaper and magazine clippings about Japanese American internment and redress activities.

Series 3: Correspondence, 1978-1986

This series consists primarily of the correspondence of the National Committee for Redress (NCR). Especially well represented in this series is the correspondence of Min Yasui, NCR Committee Chair, and Cliff Uyeda, then National President of the JACL.

Series 4: Meetings 1982-1985, n.d.

This series consists of materials relating to meetings of the Legislative Education Committee (LEC) for the redress campaign. Although the LEC was originally organized as a committee in 1982 it was not really active as a lobbying organization until 1985. Most materials produced after 1985 are in the related LEC collection. This series dates from the Committee’s founding contains meeting minutes, agenda, budgets and correspondence.

Series 5: CWRIC, 1942-1943, 1973-1974, 1978-1983, n.d.

This series illuminates the establishment and actions of the Commission on Wartime Relocation and Internment of Civilians (CWRIC). The CWRIC was established by President Carter in 1980 and investigated the internment of Japanese Americans and Aleutians during World War II. The series consists of witness testimony, correspondence, reports, clippings, recommendations, and copies of House and Senate bills. Box 20 deals specifically with the establishment of the CWRIC, including the bills, HR5499 and S1647 that created it.

Series 6: Donations, 1978-1983, 1985

This series highlights donations made to the JACL in support of their redress activities. The series consists of donation records, receipts, correspondence and event documents.

Series 7: Early Efforts, 1969-1981, 1983, n.d.

This section serves to illustrate some of the early efforts to gain redress by the JACL. These efforts are primarily limited to run up to the foundation of the CWRIC in 1980. The series includes materials related to the NCR and to other earlier Ad-Hoc committees. The series consists of correspondence, audiotape, reports, reprints, fact sheets, press kits and meeting minutes.

Series 8: Carole Hayashino 1948, 1973, 1980-1990, n.d.

This series consists of the files of Carole Hayashino. Carole Hayashino worked on redress both with the National JACL and the JACL-LEC. She held a number of positions during the redress process, including Assistant Redress Coordinator, Public Information Officer and Associate Director of the JACL. The series consists of correspondence, clippings, mailing lists, brochures, receipts, printed materials,

Series 9: Legal Cases, 1942, 1944-1945, 1981, 1983-1987, 1992, n.d.

This series relates to three World War II legal cases relating to internment: United States v. Korematsu, United States v. Yasui, and United States v. Hirabayashi. The series consists of legal documents, articles, correspondence, and press releases.

Series 10: Miscellaneous Materials, 1942-1944, 1969, 1978-1990, n.d.

This series contains materials that don’t easily fall into any other series. It consists of budgetary materials, bills loosely related to redress, correspondence, historical background materials, press releases and materials relating to other civil rights issues.

Series 11: Opposition 1981, 1983-1989

This series highlights opposition, by individuals and organizations, to the idea of redress. It contains correspondence, articles, and printed materials. It also contains a number of legal documents relating to lawsuit Jacobs v. Thornbaugh, which attempted to stop redress payments.

Series 12: Resolutions, 1979-1985

This series consists of resolutions, of both support and opposition, which relate to Japanese American internment and redress payments. The resolutions are from state and local governments and private organizations.

Series 13: HR442/S1009, 1983-1988

This series contains materials relating to the two bills that authorized redress payments for World War II internment: HR442 (named for the 442nd Regimental Combat Team) and S1009. The series consists of voting records, press releases, faxes, testimony and copies of the bills in various states of completion.

Series 14: HR4110/S2116, 1983-1985, 1988, n.d.

This series contains materials relating to bills HR4110 and S2116, the precursor bills to HR442 and S1009. These bills were never passed and were eventually replaced by HR4110/S1009. The series consists of copies of bills, legislative handbooks, voting records, correspondence and lobbying materials.

Series 15: Tateishi, 1974, 1977-1985, n.d.

This series are the files of John Tateishi, Redress Coordinator of the JACL. It contains memoranda, correspondence, proposals, reports, press statements, budgets, clippings and transcripts. Box 46 contains materials directly related to the book “And Justice For All”, a collection of oral history transcripts about Japanese American life in the internment camps during WWII. The book was compiled by John Tateishi.

Series 16: WDC Office, 1981-1989

This series consists primarily of documents from the Washington office of the JACL-LEC (Legislative Education Committee). It contains memos, correspondence, budget materials, pay records and forms. A large part of it consists of the hours of Ronald Ikejiri, who worked for a time as the Washington JACL redress lobbyist. Due to privacy concerns, this series is restricted. Access is at the librarian’s discretion.
